Phil Singerman, Ph.D.

Dr. Phillip (Phil) Singerman is a renowned innovator in public-private partnerships focused on economic development, job creation, and national security through technology development and deployment. Recently, he concluded a nine-year tenure as the first Associate Director for Innovation and Industry Services at the National Institute of Standards and Technology (NIST), where he led the national technology transfer program and coordinated the commercialization of intellectual property.  

 

Before his role at NIST, Dr. Singerman served as the U.S. Assistant Secretary of Commerce for Economic Development, directing the Economic Development Administration. He was also the founding CEO of two significant state-sponsored technology-led economic development partnerships: Philadelphia’s Ben Franklin Partnership for Technological Innovation and the Maryland Technology Development Corporation.  

 

Dr. Singerman holds a B.A. from Oberlin College and a Ph.D. from Yale University. He has taught at Barnard College, Yale University, and the University of Pennsylvania’s Fels Center of Government. Early in his career, he served in the Peace Corps as a Rural Community Promotor de Accion Comunal in Colombia.  

 

Dr. Singerman's extensive experience and leadership in fostering innovation and economic growth through strategic partnerships have made him a pivotal figure in advancing technology-led economic development initiatives.
