Mike Russo

President & CEO

Mike Russo is the President and CEO of NIICA, bringing extensive experience in semiconductor and advanced manufacturing. Previously, he was the Vice President of Industry Advancement and Government Programs at SEMI, where he developed strategies to support the global electronics industry.

Russo also led Government Relations and Regulatory Affairs for GLOBALFOUNDRIES where he was responsible for infrastructure and talent pipeline development and supply chain innovation strategies to support the development of a large semiconductor fab and support ecosystem.

He has been a private sector advisor to the U.S. government on manufacturing policy, leading the private sector advisory group under the President’s Council of Advisors on Science and Technology (PCAST) Advanced Manufacturing Partnership (AMP) for the establishment of the National Network for Manufacturing Innovation Institutes (NNMI), now Manufacturing USA, was a member of the National Academies of Science, Engineering, and Medicine Innovation Policy Forum and was co-founder and Executive Committee Chair MForesight, a private sector advisory group on manufacturing policy.

Russo was also an Executive Officer for the nation’s oldest industrial union, where he was focused on maintaining the U.S. industrial base and ensuring workforce readiness to support U.S. manufacturing.

With over 30 years in manufacturing, Russo specializes in workforce development, organizational growth, and infrastructure development. Russo was appointed to and currently serves on the U.S. Labor Secretary's Advisory Committee on Apprenticeship (ACA).
